Returned U.S. Railway [Equipment Co.?]

I need to look up what the "§" symbol means in 7/1960 weight capacity
1/1963 "Markings and kind of cars" column is just "ditto" marks ("), and previous class is 5100 series depressed center flats
But the previous (10/1962) issue had the 5200 piggyback flats before the 5225s, so it seems to me that they removed the 5200 line, but forgot to fix the 5225 line. This was fixed in 4/1963 ORER.
per B&MRRHS Modelers Notes No 37, these are listed as "converted" (from another series), but no other flat car series matches dimensions???
I'm guessing that is a in error, as the Eric Neubauer data indicates these are leased from USRE.
